Revert "kcms/nightcolor: correct regular expression for time"

This reverts merge request !3981 (merged)

With this commit is no longer possible to set times past 19:59. Looking at the regular expression I don't understand why, but until we have something better, I'd rather have a weak validator than one that doesn't validate the valid options.
