[applets/clipboard] Make "Clear History" action a real action

Nate Graham requested to merge ngraham/plasma-workspace:make-clear-clipboard-action-an-action into master

This yields several benefits:

  • The action automatically goes into the header in the system tray version, which improves the presentation
  • We get a context menu action for it for free, which is a nice accelerator for experts

In the non-system tray version, it stays where it is right now; there is no change.
