kcm_regionandlang: Fix saving LANG value for !GLIBC_LOCALE case

The current code ends up placing only language code into plasma-localerc, which is wrong from what I gather.

With

LANG=ru_RU

applications start in English, while LANG=ru_RU.UTF-8 works correctly. I guess, the toGlibcLocale does sort of the same.
