PanelView: Add framework for dealing with unsupported configurations
This quick primarily targets NVIDIA & X11 combination, which is known to lag hard when resizing. More may be added in the future, but hopefully not. Properties and methods names are intentionally generic enough to not imply any particular vendor or technology.
