applets/battery: fix declaring and filtering own inhibitions

The desktop file name returns empty, presumably since the port away from dataengine, so manual inhibitions wouldn't be correctly reported to fdo, and not filtered out in the applet in the list of applications inhibiting suspension. Set the application name manually to fix this.
