Watch for Look and Feel changed

Right now the look and feel package is only ever updated if the checkbox of loading a new layout is checked, but this is not correct as the package is used to get other defaults as well, for instance newly created plasmoids that might have a "plasmoidsetupscript" in the package, which right now always takes the old.
