An option to re-run plasmoid setup scripts

This adds an option that will make applying a lnf run the plasmoidsetupscripts even without applying the layout.

The rationale is that some plasmoids have a different default, such as a different kick off icon it can be reapplied when switching nf.

this could also be used to apply a wallpaper when selecting a lnf, like resetting to the default one when applying breeze.

I do think the feature make sense, but i'm not really a fan about adding new options in the kcm, so i'm not much sure about this
