klipper: add overflow button to support touch screen

Reason for the change

Resurrect !1429 (closed) because users can't interact with the buttons in the clips with touch input.

Test plan

  1. Enable tablet mode
  2. Open the clipboard menu
  3. CLick the "More actions" button
  4. Click 4 buttons in the menu
