Move Look and Feel package loading in Corona

Make the Look and Feel package accessible from corona, with a notify signal when the look and feel changes

This makes it accessible from applets without having to reimplement the whole logic loading from kdeglobals and allows applets to eventually react to lnf change

Also this removes some code from ShellCorona simplifying it just a little bit
