panelview: add ability to update the LayerShellQt window layer for panels

This merge request implements the ability to update the LayerShellQt window layer for panels. This is needed so that in plasma mobile, we can have the navigation bar over top of applications when they are in fullscreen mode.

This change can be tested by using this merge request from plasma mobile: plasma-mobile!642 (merged)
