Add splash screen entry to Breeze global theme metadata

Nate Graham requested to merge ngraham/plasma-workspace:add-splash-screen-to-global-theme-metadata into master

By lacking this, the global theme falls back to the default value. However that default can be overridden by a distro. Let's always specify the Breeze splash screen.
