[Notifications] Apply initial properties passed from `hints` map

Kai Uwe Broulik requested to merge work/kbroulik/noti-initial-props into master

This allows the job to show up atomically. Otherwise the popup will briefly show up empty until the first update call arrives.

Plasma part of frameworks/kjobwidgets!7 (merged)

With that the popup shows up beautifully on the first frame
