Move some KCMs from plasma-desktop that are useful for Plasma Mobile

This moves some KCMs to plasma-workspace so it can be used by Mobile,

  • formats KCM, it is useful for mobile to be able to configure various things like number format, currency formats etc
  • nightcolor KCM, it is also useful for mobile
  • notifications KCM, currently not all options are useful for mobile, but neverthless, this allows it to be used on Plasma Mobile

Moved from plasma-desktop at 73e51ef89a734ab7de0ab83969d288d2e46fc4d4

Note that currently formats KCM is based on widgets so it is not listed in plasma-settings, but once it is ported to QML it should be easy to enable it.
