Load panelOpacity from config parent, not from config

Was watching Niccolo's devlog. Problem was that setOpacity sets it in config parent, but readConfigValueWithFallBack reads it from config. Fixed to read from parent.

Properly sets and loads the config, without needing multiple plasmashell restarts.
