Include settings-open that allows summoning system settings from a URL

Aleix Pol Gonzalez requested to merge work/settings-open into master

It allows us to properly abstract launching system settings, allowing us to launch configuration modules regarless of whether we're in plasma mobile or otherwise.

This would help us fix the following bug. https://github.com/maliit/keyboard/issues/44
