Fix #494989 kcm_plymouth not shown when LANG=Fr

Christophe Agathon requested to merge chrisaga/plymouth-kcm:Plasma/5.27 into Plasma/5.27

kcm_plymouth and kcm_splashscreen had the same name in French which caused systemsettings to ignore one of them
