daemon: Move brightness animation duration into BacklightBrightness

Jakob Petsovits requested to merge jpetso/powerdevil:work/jpetso/backlight-local-anim-duration into master

Now that the ddcutil backend doesn't have a use for it, we might as well make it owned by the only class that still has a use for it.

This MR came out of !324 (merged) which hopefully can become a little simpler if this gets merged first.
