applets/brightness: Disable applet's own config

Applet's config is empty, let's not show it.

Typically, we would redirect this to a KCM, but there is none covering "Brightness and Color", unlike other applets with specific KCMs. There is already a context menu and UI button for Night Light's KCM.

Pick to 6.2?
