daemon: Announce observed brightness of a display to KWin

Jakob Petsovits requested to merge work/jpetso/brightness-kwinitialize into master

Requires libraries/plasma-wayland-protocols!86 and works in tandem with kwin!6667.

Mainly so it can stop setting hardware brightness to 100% whenever it first encounters a new display.

Depends on an interface addition to external-brightness-v1 from plasma-wayland-protocols.
