Improved backlight devices selection

Xingang Li requested to merge smsxgli/powerdevil:backlight_bug_fix into master
  1. Change backlight devices selection order, return more early;
  2. Only check raw type devices's enable attribute. If no raw device available, we will search again without above checking.
