kcm/[core/qml]: Fix manual PPD file add/change

Remove the "file://" scheme from the url when adding/changing a manual PPD file.

Also, fix a regression if the only thing changing is the manual PPD file, save the change.

No bug report, found while testing after seeing a work-around posted on reddit.
