ScrollBar & ScrollIndicator: Show over content even if it loaded after

Devin Lin requested to merge work/devinlin/scrollindicator into master

This fixes issues where if the page content is added after the scrollbar and scrollindicator is loaded, it covers them. This brings it inline with qqc2-desktop-style behaviour. I think it is a good assumption that users will want the scrollbar to show over the view that they put it on.
