I'm not sure if we should do this due to performance, but many apps are designed with qqc2-desktop-style which has this enabled: https://invent.kde.org/frameworks/qqc2-desktop-style/-/blob/master/org.kde.desktop/ScrollView.qml

We unfortunately get quite a few glitches due to this assumption
