Do not show Help button if there's no help path defined

The Help button would do nothing in this case.

This is speacially unhelpful on kinfocenter where for many modules we show a whole button footer for just this Help button.

Also second commit fixes the button box visibility when buttons are externally hidden (as it is the case for kinfocenter)
