Avoid Help/Defaults/Reset buttons jumping positions when switching modules

Tony Wasserka requested to merge twasserka/systemsettings:consistent_button_position into master

When switching between modules, the Help/Defaults/Reset buttons are placed at different position depending on whether the other buttons are enabled or not. This causes the buttons to visibly "jump" around when switching settings modules, which can be distracting to the user.

By making hidden buttons occupy space, the button positioning is consistent with this MR.
