[sidebar view] Port list items to Kirigami.BasicListItem

Nate Graham requested to merge ngraham/systemsettings:port-sidebar-list-to-BasicListItem into master

This lets us remove some color- and highlight-related overrides, and use the standard appearance for icons and labels rather than using a custtom content item.

There are no UI changes.
