Allow falling back to other secret portals

This is !228 (closed) but without the settings change.

This allows flatpak applications that use libsecret without org.freedesktop.secrets access to continue working.

As gnome-keyring is lexcographically smaller than kde, x-d-p-kde implementing the secrets portal will not cause the secret backend in use to be changed by default.
