Draft: Added support for Fedora Atomic.

Basically adding support by adding some proper checks and installs for kde-builder to work on Fedora Atomic Desktops (mostly Kinoite).

One can install through a container but some tools (like profiling and building a Flatpak version) will not work.

This will allow users to use kde-builder with an immutable distro based on CoreOS via layering dependencies when installing them.
