`kdesrc-build --initial-setup` not successful

I followed the development documentation.
Specifically, I did kdesrc-build --initial-setup
and this finished successfully.
I'm on Ubuntu 20.04.
When I do kdesrc-build okular
, I get:
kdesrc-build requires some minimal support to operate, including support
from the Perl runtime that kdesrc-build is built upon.
Some mandatory Perl modules are missing, and kdesrc-build cannot operate
without them. Please ensure these modules are installed and available to Perl:
IO::Socket::SSL
one of (YAML::XS, YAML::PP, YAML::Syck)
kdesrc-build can do this for you on many distros:
Run 'kdesrc-build --initial-setup'
But it looks like the corresponding package is installed.
So is this a bug by kdesrc-build --initial-setup
that it does not correctly set up things for me?
Or maybe I made some error? Is there some easy command to test the environment whether sth is missing, or some obvious errors, like having some mixup in the environment vars?
