Remove telepathy-qt and telepathy-accounts-signon

Telepathy is not needed by any KDE module or git repo. As per https://github.com/KDE/kde-build-metadata/search?q=telepathy in "qt4" there was a "kde-telepathy-0.9". kdesrc-build without any parameters builds all modules. That is 391 modules. With include /home/n/kde/src/kdesrc-build/kf5-qt5-build-include include /home/n/kde/src/kdesrc-build/kf5-extragear-build-include builds correctly without telepathy on Kubuntu 22.04.
