Add plymouth to dependencies for initial setup
plymouth is required to build plymouth-kcm (see https://invent.kde.org/plasma/plymouth-kcm/-/blob/master/CMakeLists.txt#L38)
Again, I've googled for the package name in Debian, OpenSUSE and Fedora, but have only actually tested that this is correct under Arch.
