Build print-manager from KF6 branch

Nate Graham requested to merge ngraham/kdesrc-build:kf6-print-manager into master

It's been branched rather than ported in place because it includes a Plasma widget that needs different QML code in 6 compared to 5, and the changes are sufficiently extensive that doing the CMake build-time text substitution would not be fun.
