Don't build breeze-plymouth with workspace

It only makes sense when installed to /. Same logic under which breeze-grub is excluded from the build plan.

Otherwise it will build, fail to install to /usr, then then users will be tempted to re-run kdesrc-build with sudo, which will destroy everything.

This is an alternative to !294 (closed).
