Move build-include files to `data/build-include` and keep the configs with old paths working

Andrew Shark requested to merge ashark/kdesrc-build:build_include_old_warning into master
  • In generated config use the ~ instead of absolute path /home/username
  • Use ksb extension for build-include files, so syntax highlighting may be triggered by extension
  • Add warning to users when old include location is detected
