Add ID to apostrophe rule

It make it easier to disable when working on project who use different rules. For example, in the (French) translation of the Battle for Wesnoth, it is visually (and typographically) better to use ’ rather than '. When you know that in French the apostrophe is more frequent than the point, you can see the problem: I am flooded by warning message that say that my apostrophes are not correct. So, I propose to add the possibility to disable easily this rule.
