Draft: Add a sieve for wesnoth french team

Adding a sieve for wesnoth French team. This sieve allows the translators to correct the typography according to the rules specifics to the French translation. It can be re-used for many other projects, but the intended target is wesnoth French translators. The corrections that are made are:

• Replace the character ' by a typographic apostrophe ’ (this rule is in contradiction with french KDE standard, but for wesnoth it is better to do this)
• Replace three points ... by the Unicode character …
• Ensure the use of unbreakable spaces where they are needed (like the sieve fr:setUbsp, but deeper)
• A special mode allows replacing extra spaces by punctuation spaces to prevent false positive on sieve check-tp-wesnoth
