Implement metadata uploads to the Google Play store

Volker Krause requested to merge vkrause/binary-factory-tooling:work/google-play-sync into master

This is opt-in for applications, and uses the Fastlane data generated from Appstream.

Prerequisites before merging/deploying:

  • frameworks/extra-cmake-modules!154 (merged) needs to be merged
  • the Android Docker image needs to be rebuilt once the ECM change has been integrated
  • I need to provide sysadmins with the Google API key for deployment in the ~/keys folder (how to best do that? encrypted email? sysadmin ticket?)
