Do generation when building, stop letting Scripty do that

Phu Nguyen requested to merge phunh/binary-factory-tooling:master into master
  • Generate content in other languages from the "po" folder at each build
  • Save a commit each time there's some translation change (compared to how Scripty is doing it now)
