"Close if too old" code can mistakenly be run for old bugs that were just bug-triaged now but not closed

Basically what happened was that I made a change to an old bug filed against 5.18.4, and that change caused the bug janitor to notice it, it saw that the version reported against is no longer supported today, and closed it as being too old.
The "close if too old" code should probably only be run if there are no other changes already.
