Update to Android build tools 30.0.3

Volker Krause requested to merge vkrause/ci-images:work/vkrause/android-sdk-build-tools-30-0-3 into master

That's the version the Gradle plugin wants and since we don't have it it downloads and installs that on every build at the moment.
