Add a dependency of ci-tooling (apps-k-o) and update hugo to fix an error (kate-e-o)

  • apps-k-o failed because paramiko, needed for ci-tooling, is not installed. (And when we change to use ci-utilities, we can remove it)
  • kate-e-o failed because there's a bug with Hugo 0.94.1. Version 0.94.2 fixed it.
