Make client scripts of ci-notary-service available in Android images

Ingo Klöcker requested to merge kloecker/ci-images:work/add-ci-notary-service-clients into master

This makes it possible to use the clients scripts signapk.py, publishonfdroid.py, etc., of sysadmin/ci-notary-service> in CI jobs using the Android images.

Tested with itinerary with signapk (https://invent.kde.org/pim/itinerary/-/jobs/1241976) and publishonfdroid (https://invent.kde.org/pim/itinerary/-/jobs/1241977).
