[msvc] Try to fix python

Julius Künzel requested to merge jlskuz/ci-images:work/msvc-py into master

Install python3 after python2 in the hope that this will make python3 the default version.

Drop python2 for MSVC 2022. This does not support Qt5 anymore and Qt5 WebEngine is the last user of python2 I am aware of
