Windows: Add requests package needed by ci-notary-service tools

Ingo Klöcker requested to merge kloecker/ci-images:work/add-python-packages-for-appx-signing into master

This will allow us to sign the APPX packages and other Windows artifacts as part of the Craft build jobs.
