Add CI image for Android based on Craft

This is a new Android CI image that provides the non-KDE dependencies using Craft

It is based on the current Android image and the Windows image

It ships the Android SDK, NDK as well as host tooling (CMake and other buildsystem stuff, ECM, KConfig, KCoreAddons)
