OpenSUSE no longer has julia-devel

Volker Krause requested to merge vkrause/ci-images:work/vkrause/fix-suse-ci-image-build into master

I don't see any apparent replacement, seems to have switched to its own installer thingy instead?

Until the proper replacement has been figured out, comment out the package here to make the CI images buildable again. This isn't ideal, but it seems to only be an optional dependency of Cantor, so at least this shouldn't break the build there.
