Expand user path in keystorepass value given as file path

Ingo Klöcker requested to merge work/kloecker/expand-keystore-password-file-path into master

The --ks-pass option of apksigner accepts the path of a file (prefixed with "file:") containing the password, but apksigner doesn't expand ~. Therefore, we expand ~ before passing the path to apksigner.
