Point Peruse CI definition at the correct repo

Dan Leinir Turthra Jensen requested to merge leinir/ci-tooling:add-peruse-to-ci into master

Also add in some notification stuffs for Peruse CI (this wants to eventually go to a mailing list, but one such does not currently exist, so we'll just point it at me for now...)

(originally intended to add Peruse to the CI, but of course it was already there, just pointed at the old repo location)
