Add more AppImage dependencies for Krita

Dmitry Kazakov requested to merge dkazakov/ci-tooling:kazakov/avif-krita-deps into master

Krita needs Rust, Meson and Ninja for AVIF plug dependencies. There are no suitable packages for Meson and Ninja for Ubuntu 16.04, so we install that using binaries from the official site. But Rust is available thanks to Mozilla's team.
