Only disable Akonadi tests in PIM, not all tests

Volker Krause requested to merge (removed):work/only-disable-pim-akonadi-tests into master

Also, use the same mechanism provided by the Akonadi test environment for this everywhere. That will allow cleaning up some custom hacks in some of those repos.
